Visayas Grid Placed on Yellow Alert Due to Power Plant Outages

The National Grid Corporation of the Philippines (NGCP) announced that the Visayas Grid was placed on yellow alert on Tuesday afternoon after a power plant went offline, compounding outages from other facilities and units operating at reduced capacity. In an advisory, the NGCP said the yellow alert—indicating that the operating margin is insufficient to meet the transmission grid’s contingency requirement—will be in effect from 5 p.m. to 7 p.m. Tuesday. The alert follows the outage of TVI Unit 1, which has a capacity of 169 megawatts, and PEDC Unit 2, with 83.7 megawatts. TVI Unit 1 is part of the Therma Visayas Inc. coal-fired power plant in Barangay Bato, Toledo City, Cebu in Central Visayas. PEDC Unit 2 belongs to the Panay Energy Development Corporation coal plant in Iloilo City in Western Visayas. This comes on top of 10 power plants that have been on forced outage this January, four since 2025, three since 2024, two since 2023, and one since 2021. In addition, 21 plants are operating at derated capacities, resulting in a total of 681.1 megawatts unavailable to the grid, according to the NGCP. “The Luzon and Mindanao grids are under normal condition,” it said.
