President Ruto Nominates Francis Meja as Public Service Commission Chairperson

President William Ruto has nominated former NTSA General Director Francis Meja for appointment as the Chairperson of the Public Service Commission (PSC). The nomination, issued through Notification of Presidential Action No. I of 2026, has been transmitted to the National Assembly for consideration and approval by Parliament. Mr. Meja currently serves as a Member of the Public Service Commission, a role he assumed in January 2025. He has held several senior leadership positions in the public sector, most notably as the founding Director-General of the National Transport and Safety Authority (NTSA). His record also includes service as Registrar of Motor Vehicles in the Ministry of Transport and as a Council Member of Murang’a University of Technology. In addition to his public service experience, Mr. Meja brings over 15 years of experience in banking and financial services. He has served in management roles at Equity Bank Kenya PLC and the Housing Finance Company of Kenya (HFCK). He holds a Master of Business Administration in Strategic Management from the University of Nairobi. Chief of Staff and Head of the Public Service, Felix K. Koskei, said the nomination was made “in discharge of the constitutional imperatives on State appointments.” The appointment process now moves to Parliament, where the National Assembly will consider the nomination before Mr. Meja can assume office. This nomination marks a significant step in President Ruto’s effort to fill key leadership positions in the public service with experienced professionals, combining public sector experience and private sector expertise.
