Addis Ababa has approved a new urban development plan to become a global hub for events like COP32 and the Africa Cup of Nations. The plan prioritizes expanding hotel capacity, modernizing transport infrastructure, and upgrading sports facilities. This ambitious initiative aims to attract significant international attention and drive economic growth by enhancing the city's capabilities to host large-scale global gatherings.
Ethiopia’s capital has approved a sweeping new local development plan aimed at transforming Addis Ababa into a competitive global city capable of hosting major international and continental events, including the United Nations Climate Change Conference (COP32) and the Africa Cup of Nations.
The Addis Ababa City Planning Board on Monday endorsed the Local Development Plan (LDP), a comprehensive blueprint that prioritises hotel capacity expansion, transport modernisation and large-scale sports infrastructure upgrades, Mayor Adanech Abebe said.
The plan comes as Ethiopia positions itself to host COP32, an event expected to attract more than 80,000 delegates, far exceeding the city’s current accommodation capacity of about 25,000 hotel and guesthouse beds. Under the plan, the city will accelerate the upgrading and completion of modern hotels and serviced apartments while encouraging new private-sector construction to close the gap.
“Hosting COP32 is both a challenge and an opportunity,” Mayor Adanech said, calling on investors and residents to collaborate in reshaping the city’s urban landscape.
Transport infrastructure forms the second pillar of the plan, with authorities targeting expanded road networks, dedicated pedestrian and bicycle corridors, and the construction of modern parking facilities and transport terminals. Officials say the upgrades are intended to improve mobility, reduce congestion and align the city with international urban standards.
The third focus area centres on preparations for major sporting events, notably Ethiopia’s bid to host the Africa Cup of Nations. Development around Addis Ababa Stadium will be prioritised, with works designed to meet Confederation of African Football and FIFA requirements. The surrounding area will see extensive redevelopment, including green public spaces, sports facilities, entertainment venues and commercial zones.
According to the city administration, infrastructure upgrades will adhere to COP and FIFA standards across key sectors, including roads and transport, hospitality, water and sanitation, telecommunications, electricity and riverfront development. A flagship project — the partially developed “Windows of Africa” precinct in front of the stadium — is set to be expanded with green plazas, golf courses, halls, cafés and recreational facilities.
Officials said implementation would prioritise the rehabilitation of existing infrastructure while new developments will be carried out through partnerships involving residents, government bodies, investors and institutions. Community consultations will form a central part of the process, with authorities pledging to support residents affected by redevelopment.
Mayor Adanech framed the plan as a catalyst for job creation and long-term economic growth, urging collective action to capitalise on the opportunities presented by global events.
“If we work together, this moment can redefine Addis Ababa’s future,” she said.
